PPO vs. PSE: which California security license do you actually need?

Licensing · 6 min read

Two California security credentials get confused constantly, and picking the wrong one means applying for the wrong thing entirely. If you're going to provide security, settle this before you do anything else: are you a PPO or a PSE?

The PPO: contract security

A Private Patrol Operator is licensed to provide contract security guard services to clients. You employ the guards, and you contract their services out to other businesses. If you're selling security to customers — a plaza, an apartment complex, an event — this is you. (See the full guide to starting a California PPO.)

The PSE: in-house only

A Proprietary Private Security Employer registers officers it employs directly to protect its own single business — a company guarding its own property with its own W-2 officers. The defining limit: a PSE cannot contract those officers out to anyone else. The moment you'd staff another business, you're past what a PSE allows.

The simple test

Ask one question: are you selling security services to clients? If yes, you need a PPO. If you're only guarding your own business with your own employees, you're a PSE. The first paying security client you take puts you squarely in PPO territory.

Either way, your guards are registered, not licensed. The officers carry a guard-card registration; the company carries the license (PPO) or the registration (PSE).

Why it matters before you apply

The PPO is the bigger lift — it requires a Qualified Manager, insurance, a two-year license, and roughly four months to get approved. Choosing the wrong category, or assuming you can contract out PSE officers, costs you months and sometimes a restart. Get this straight on day one.

The license you need follows one fact: whether security is something you sell, or something you do for yourself.
